4th Ave Street fair


This weekend was warm, a beginning sign of spring around the corner and the blazing summer coming our way.  Its the Third Weekend of the month, a weekend after most Tucsonons payday from work. In the air, music, conversations and all kinds of foods lining the streets. As I head into the area of Historic 4th Ave , Vendors are setting up and greeting each other. From my preferential vision and hearing a water vendor from the optimist graduate school greats me and hands me a water bottle reminding me to stay hydrated.
I set up in front of Lindy on 4ths parking lot, there Nature Med Dispensary is educating on the Benefits of THC and Cbds in our community.  Catty corner Cherry Lemonade and Red Barn Collection Books. I have my Mary Jane Smokewear Dope Sack ,a rainbow weed flag and my Az Justice League Petition. I quickly notice this needs to be about quick sales. The average person passing by does so in 8-12 seconds. 
Theres hope and frustration in the crowd. People admit to using illegally saying its their right. People admit to having cards and enjoying the reform brought by the Arizona Marijuana Act of 2010. Theres teachers ,government workers and contractors that support the movement but are afriad to help because of retaliation by their employer.

In 1997 Arizona Actually passed recreational cannabis, at the time Governor Fife Symington(R) used his executive order to overturn the new passed law sighting that it was a violation of federal law and he and others in government could be arrested or removed from office for allowing such a law to be passed and enforced.  At the time this would have made Arizona the first state to legalize cannabis. 
In 2010 with the passing of the Arizona Medical Marijuana Act , then Governor Jan Brewer not happy with the reform added the 25 mile rule after the fact. This stole Arizona grow rights in urban cities across the state giving control of growing to dispensaries and rural areas where conservative farmers and ranchers were not educated or in support of such economics. 
Now that Minimum Wage and Redlight Petitions made successful reform in Arizona, the state legislators have attacked the citizen initiative process. This means reforming the pay of petitioners . Petitioners is a hard and skilled job. Your put in promo positions and must know guerrilla marketing tactics.  At one time you could get a $1 per signature, now you have to pay minimum wage or higher. The top petitioners in the state went from $500-1500 a day to $10-20 an hour.   Most businesses see politics as bad for business and are protective of their clients information. Often having security run petitioners off. The local shooting involving Gabby Giffords aggravated this.

New measure attacking the citizen initiative process has been creating bills voiding the citizen initiative clause in the Arizona Constitution, making rules of staying in the lines or the whole sheet not counting, and the 51% test. The way the 51% test is ran means that the Secretary of States Office takes a sample of 51% of the signatures turned in and if one error is found you need to do it all over again. Questions of frustration from teachers and voters wondering if their lower case y's.g's,j's,p's ,q's will cause their signature to invalidate whole sheets.  
One person in the crowd is a caregiver for their dad. They both have medical cards, the son has a caregiver card, They spend about $1200 to stay legal. His dad tells him they should both sign my petition. The dad shows me his hands. They are disfigured showing severe signs of arthris, some fingers are missing. He has a veterans hat on and a union vest. he tells me he has no ability to hold a pen and asks if his son can forge his name.    
In full Campaign Wardrobe political campaigns approach seeking solidarity . In Tucson is a mayoral campaign year.  All candidates are seeking us out for photo ops. Regina Romero , Ed Ackerley and Randy Dorman come forward. A friend Felica Chew Stops by shes running for a county seat, Bernie Sanders supporters sign quickly.    
Arizona United News Service is there covering first amendment activity. in the crowd you find Arizona Auditor and Pheonix Copwatch. I get a quick interview from both. A while later Christopher Hail the city court administrator is stalking me and calling the 4th Ave Merchants . His issue is a cannabis medicine bottle along with the US Constitution, olive oil and coconut oil being on the public sidewalk leaning on a city meter. Fred Ronstadt and his team of security come over and take pictures of the sidewalk art and my wardrobe.I ask them whats controversial and illegal about Home Ec. Fred draping a St Nick beard laughs. I ask him if he can ask the sidewalk nazi to stop harassing me. Christopher hail moves on and is soon under spotlight by the Arizona United News Service for being a unconstitutional bureaucrat in Public.   Near by Vets David Henry Croteau and Tony Landry joined me. Down the street at the Hut on 4th Ave our county coordinators and notaries gather at a table training volunteers and signing documents. There on stage deadhead and reggae cover bands jam out.  During this two day event I collected 3000 signatures to decriminalize cannabis in Arizona. A cast being on my leg from a previous hit and run. I did so as a unpaid volunteer.  At this time other volunteers covered other events like KFMAday and The carshow at the American Legion. 

The benefits of the Az justice League Act:
Decriminalizes Cannabis and cannabis offences in Arizona with the immediate release of cannabis offenders. 
Provides GROW rights to all persons 18+ 
Opens Opportunities for business and jobs: Sell with a LLC and wholesale licence. (churches and nonprofits left unregulated. 
Taxes cannabis and cannabis products at a 20% fixed rate benefiting our schools and AHCCCS Program. 
Decriminalizes processing a firearm while  processing cannabis. 
Restricts the government from collaborating with business and other governments to creating Prohibition of cannabis in Arizona.
